		<description>You have gotten some funny responses to your question but I believe the real answer is that the police stop to check on the car to see if there are any warrants or if the car has been stolen and abandoned. Then they put an obvious sticker on the window so that every cop in town that drives by does not have to do the check over and over,</description>
